On November 27, the Ministry of Finance issued three notices: Notice of the Ministry of Finance and the National Healthcare Security Administration on the Advance Release of the 2026 Central Government Budget for Grants to Improve Medical Services and Security Capabilities (Medical Security Service Capacity Building Component), Notice of the Ministry of Finance and the National Healthcare Security Administration on the Advance Release of the 2026 Central Government Budget for Medical Assistance Grants (Urban and Rural Medical Assistance Component), and Notice of the Ministry of Finance and the National Healthcare Security Administration on the Advance Release of the 2026 Central Government Grants for Basic Medical Insurance for Urban and Rural Residents. These grants are not only a timely boost for hospitals, but also bring hope for resolving long-standing issues such as delayed salary payments to medical staff and difficulties in hospitals recovering receivables. According to statistics, the total amount of funds released in advance this time is approximately 416.557 billion yuan. Among this: Around 386.366 billion yuan is the advance release of the 2026 central government grants for basic medical insurance for urban and rural residents; 26.686 billion yuan is the advance release of the 2026 central government budget for medical assistance grants (urban and rural medical assistance component); 3.505 billion yuan is the advance release of the 2026 central government budget for grants to improve medical services and security capabilities (medical security service capacity building component). The executive meeting of the State Council held on November 27 pointed out that advancing the provincial-level pooling of basic medical insurance is a key measure to improve the national medical insurance system. It helps give full play to the mutual-aid advantages of insurance and enhances the security capacity of the medical insurance system. Local authorities should be guided to adopt targeted policies based on local conditions, rationally determine the fund management model for provincial-level pooling, and improve the efficiency of fund utilization. Efforts should be made to coordinate the advancement of provincial-level pooling of basic medical insurance and the construction of a hierarchical medical system, accelerate the balanced allocation of high-quality medical resources, strengthen the capacity building of grassroots medical services, improve the medical insurance payment and service price adjustment mechanisms, and better meet the people’s demand for medical treatment.
