Serve the Construction of a Science and Technology Innovation Center Focusing on advancing the development of superior disciplines, we will deepen the construction of research hospitals. We will launch a new round of applications for national clinical research centers, and organize and implement major national special projects in four major chronic diseases, infectious diseases, and innovative drugs. We will promote the development of medical cohorts and biobanks, standardize clinical research management, and elevate the level of clinical research. Relying on the Municipal Ethics Quality Promotion Center, we will standardize medical ethical reviews. We will ensure the implementation of the Regulations on the Administration of Clinical Research and Clinical Transformation and Application of New Biomedical Technologies, and guide relevant institutions to strengthen project management. Serve the Construction of an Artificial Intelligence Highland We will accelerate the construction of the city’s medical artificial intelligence command center and Model-as-a-Service (MaaS) platform, develop a batch of medical multimodal datasets and knowledge bases, and create a number of artificial intelligence application scenarios and agent applications. We will guide Zhongshan Hospital in completing the construction of the national artificial intelligence application pilot base. We will hold municipal medical artificial intelligence competitions and events. Centering on data quality control and governance, we will advance the construction of the municipal health data platform. We will promote resident health portraits based on large model technology. We will implement the city’s administrative measures for the development and utilization of health data, and accelerate the release of the value of data elements. 3. Serve the Development of the Biomedical Industry We will speed up the application of innovative drugs and medical devices in hospitals, and ensure that domestic innovative drugs are allocated to the fullest extent possible in principle. We will standardize the online health science popularization behaviors of medical and health institutions and their staff. In conjunction with seasonal patriotic health campaigns, we will continue to carry out vector-borne disease prevention and control focusing on mosquito control. We will strengthen law enforcement on tobacco control in public places and dissuade outdoor “walking smoking”. Strengthen Mental Health and Psychiatric Services We will improve the special social psychological work mechanism, and advance key social psychological projects and characteristic brand tasks.
