Recently, the State Administration for Market Regulation (National Standards Commission) released the recommended national standard "Technical Specifications for Convenient Services of Medical Security Information Platform" (GB/T 45938-2025), which will be implemented from January 1, 2026. This standard was developed by the National Healthcare Security Administration and is the first national standard in the field of healthcare security, marking a milestone breakthrough in China's medical insurance standardization construction. They are applicable to designated medical institutions, cooperative financial institutions, third-party payment institutions, government service departments, and other cooperative application institutions. The standard specifies the access methods, functional requirements, performance requirements, and security requirements for convenient services on medical insurance information platforms, such as medical insurance codes (medical insurance electronic vouchers), medical insurance mobile payments, medical insurance electronic prescriptions, and personal medical insurance information authorization queries. The main text of the "Technical Specifications for Convenient Services of Medical Security Information Platform" consists of 7 parts, which clarify the scope of application of the standards, normative reference documents, terminology and definitions, abbreviations, overview, access requirements, and service terminal requirements. The specific content includes: The first part is the scope of application of the standard, which specifies the overall architecture, service functions, access specifications, service terminals, biometric identification and other relevant requirements for the convenient services of the national unified medical security information platform. Applicable to the management of the entire process of planning, construction, operation, maintenance, channel access, and functional applications of the national unified medical security information platform for convenient medical insurance services. The second part is the normative reference document, which lists the relevant standards referenced. The third part is about terminology and definitions, which specifies eight terms and definitions including medical insurance code, medical insurance code one code payment, medical insurance mobile payment, third-party channels, medical insurance electronic prescription, medical insurance electronic signature, biometric system, hardware security module, etc. The fourth part is abbreviations. The fifth part is an overview, proposing the construction principles of a unified national medical security information platform and convenient medical insurance services. The seventh part is the requirements for service terminals, which standardize the operating system, access network requirements, appearance and structure requirements, functionality and configuration requirements, security requirements, certificate management requirements, restricted substance requirements, coding and naming rules of terminal devices. In recent years, the development of medical insurance informatization has effectively promoted the development of convenient services on medical security information platforms. At designated medical institutions that have connected to the convenient services of the medical security information platform, the public can easily access medical insurance accounts through mobile phone verification or facial recognition, and handle full scenario and full process medical and drug purchase services such as registration, medical treatment, examination and testing, printing report forms, taking drugs, hospitalization, electronic prescription circulation, and medical insurance settlement. A convenient medical insurance service system with full-time online, diversified channels, and nationwide coverage has been initially formed, providing convenient medical insurance services for the vast number of insured persons. As of July this year, there are over 930000 designated medical institutions nationwide that have access to medical insurance codes (electronic certificates of medical insurance), and more than 240 that have access to cooperation channels for exhibition codes, with a total settlement of 12 billion transactions; 47000 institutions have access to mobile payment for medical insurance; More than 350000 institutions have access to electronic prescriptions for medical insurance, with a total of over 63 million prescriptions issued.
